The General Inspection of the National Gendarmerie was created following the decree of December 30, 2009 in order to align the missions of the Inspection of the National Gendarmerie (IGN) with those of the General Inspection of Administration (IGA) and the General Inspection of the National Police (IGPN).
It intervenes in two distinct areas: judicial investigations (cases of violence committed by Gendarmes) and administrative (Discrimination by law enforcement).
Summary:
The General Inspection of the National Gendarmerie (IGGN) pursues its action on two principles:
- The principle of independence on the formations of the National Gendarmerie;
- The principle of impartiality in conducting investigations, audits, studies and in expressing its recommendations;
The objectives that the IGGN aspires to are:
- Guide the director general of the national gendarmerie in his decisions by giving him a more objective vision of the institution;
- Maintain the trust of citizens and elected officials towards the gendarmerie while guaranteeing the latter's ability to contribute to the rule of law.
The IGGN controls the application and respect of ethics rules and people's rights. It initiates judicial investigations when a report is made against a member of law enforcement. It also works on the future of the gendarmeriewith ethics training in schools and by providing feedback from experience.
It manages a reporting system STOP DISCRI accessible on the internet to gendarmerie personnel for the purpose of reporting facts of harassment, discrimination or violence of which they are victims or witnesses in order to inform the IGGN.
The IGGN is associated with three divisions:
- The division of audits, inspections and studies on health, workplace safety and information. It also manages data protection as well as finance.
- The internal investigations division acts on judicial and administrative investigations.
- The division of collection and analysis of reports operates on received reports and on ethics.
